She ALWAYS has a seatbelt on. With my old van, it ran too far up around her neck, so it went under her arm where it was less dangerous. Not perfect, but better than not having one on. If you really look hard about halfway into the video, you can see it pull a bit, showing that it was on. I DO agree with you about seat belts, though. I don't allow anyone in my car now (which has perfectly functioning seatbelts now) without their seatbelt on. You can ask my daughter... The first thing I tell her when she gets in, is "Strap in."
